Hey, there are 13 people who can cross-fuse in Rockman.EXE (14 if you count Gorou). I thought, "Hell, why not Shun?"
At least, I THINK Freezeman.EXE is operated by Shun. I can't think of any other person in EXE 1 who could operate this mighty crasher of servers and computers. Like all Cross Fusions, this tactic requires a Synchro Chip and the cooperation of both operator and Navi. If they're arguing or simply not working, CF is not possible.
Shun's hair turns blue and he gains two facial markings similar to those of Freezeman's. His attire slightly resembles Freezeman's "clothes", with two shoulder-mounted icicles, a collar (probably made of cyberice) and, of course, his Navi's icon. Shun can use Freezeman's power to encase his victims in a block of ice and "freeze" huge servers indefinitely. (Both effects wear off as soon as Shun and Freezeman exit Cross Fusion) However, all fire and fire-based attacks do double damage, and Shun is at risk of both broken bones and burn marks galore, since human bodies are not repairable like Navis'.
And to think he's a good guy in Neu!...

I always thought he deserved better. Wasn't Shun manipulated by Wily (of the BN Universe)? It's a neat picture and makes me wonder if there's any character I could think of that would have looked nice cross-fused with their navi.
