Everyone says Splashy is the first female Robot Mistress, but I think that honor goes to Virgo (Rockman Strategy) and technically Roll (Wikipedia called her a Robot Master, along with Megaman and Protoman). Ikehara's Centaur"man" also counts, though she's strictly manga-only. (People say that Ariga also made Centaur female, but I have yet to see evidence of this)
The problem is, Virgo is a licensed character, so few people remember her (and God help you if you're ever asked to find a non-Megaman fan who knows about Rockman Strategy). Plus, I don't think her gender is strictly stated...
If nothing else, Splashy deserves credit for shaking up the fandom and making MM9 more noteworthy than it already is. She's the first official Robot Mistress that was explicitly stated to be so.
Art-wise, the red lines are again inspired by MGS. I don't think they were used outside of that game, though.
I've actually heard of Virgo. I kinda want to play Rockman Strategy, but I know I'll never get the chance.

The term "Robot Master" comes from the MM1 manual; before Roll's name and official RM numbers were officially introduced into the games. What the name really means is Robot "master of this level". But it's been broadened over time to mean any of the numbered robots in the Megaman games as well as any humanoid bosses (Such as Darkman 1-4) as well as characters in fiction with the word "man" at the end of their name (Barrageman). Roll's inclusion in the RM list *technically* goes against what a Robot master is, as does Megaman's.
The dialogue in RM Strategy isn't really ... deep. But just look at her. You can't tell me that's a man.
If you want a halfie, Gemini's also female. Or at least half female.
